# PSP selection scorecard
This is a procurement worksheet, not a vendor ranking. No real provider price, capability or endorsement is represented.

Read https://rzifi.com/blog/vendor-governance-fintech-pmo/ for governance and ownership.

## Blank worksheet
Copy scorecard.csv for each candidate. Agree weights and critical criteria before seeing scores. Record a dated evidence reference and reviewer role for every score. Scale: 0 fails; 1 major gaps; 2 partial; 3 meets the requirement; 4 stronger evidence of fit; 5 exceeds a documented need. A blank means unknown, never zero assurance and never a pass.

## Calculation and gates
The ten weights sum to 100. Each contribution is weight_percent × score / 5. Sum contributions on the fixed 100-point denominator; do not renormalize to assessed items. You may show a provisional score for known criteria, but a candidate is eligible for comparison only when all criteria are reviewed with evidence and every critical criterion scores at least 3. Mandatory authorization or security failures are vetoes regardless of score. An eligible score is not a procurement approval.

## Worked example
worked-example.csv uses fictional candidates. Example A scores 73/100 and is eligible for comparison under the illustrative gates. Example B has 76 provisional points, but two critical criteria are unknown, so it is ineligible. Its larger provisional number must not move it ahead of an eligible candidate. The references in this example are synthetic labels; replace them with actual reviewed evidence when using the blank worksheet.

Use your own legal, security, operations and commercial reviewers. Confirm scope-specific requirements and commercial terms with the provider; the worksheet does not certify compliance or replace due diligence.
