Payments PRD Template: The 9 Sections Every Senior PM Should Write
A payments PRD is not a generic feature document with "payment method" added near the bottom. Once money moves, the PRD has to describe state, risk, evidence, settlement, exceptions, partner behavior and launch gates. If those sections are missing, the team will still answer those questions later, usually during a failed UAT cycle, a settlement incident or a compliance review.
This is the PRD structure I would expect from a senior PM working on payment infrastructure, wallets, acquiring, local payment methods, cross-border payouts or merchant onboarding.
1. Decision Context
Start with the commercial and operating reason for the product decision. Do not begin with screens or endpoints.
Good context answers:
- Which customer, merchant, partner or market is blocked?
- What volume, revenue, risk or operating cost is attached?
- Is this a new rail, a replacement rail, a compliance requirement or a conversion improvement?
- What happens if the product is not shipped?
For payments, the "why now" often matters as much as the "why." A regulatory deadline, partner deprecation, scheme rule change or corridor expansion changes the acceptable level of risk.
2. Money Movement Scope
Every payments PRD needs a clear money movement map. The team should know whether the product touches authorization, capture, refund, reversal, payout, settlement, reconciliation or all of them.
Define:
- Pay-in or payout
- Supported currencies
- Source and destination account types
- Transaction lifecycle states
- Cut-off windows
- Refund and reversal rules
- Partial capture or partial refund behavior
If a transaction can be in five states, write the five states. If a partner has a sixth state, write that too. Ambiguous state is where payment products break.
3. Rail And Partner Choice
The PRD should explain why this rail is being used. Cards, wallets, bank transfer, DCB, IBFT, SWIFT, stablecoin settlement and local instant rails each have different economics and failure modes.
This section should compare:
- Cost
- Speed
- Reliability
- Dispute model
- Settlement timing
- Compliance burden
- Partner dependency
- Customer or merchant experience
The goal is not to prove the chosen rail is perfect. The goal is to show that the team understands the trade-off.
4. Risk And Compliance Requirements
Risk is not an approval stamp at the end of a PRD. It is part of the product.
Include:
- KYC/KYB checks
- AML/CFT and sanctions screening
- Fraud velocity rules
- Risk-tier logic
- Limits and thresholds
- Evidence retention
- Manual review queues
- Audit logs
This is also where the PM should state what is blocked automatically, what is referred to operations and what is allowed with monitoring.
5. Ledger, Settlement And Reconciliation
This is the section many weak PRDs skip. If money moves, finance must be able to explain where it is.
Define:
- Ledger entries created by each transaction state
- Settlement file source
- Expected settlement window
- Reconciliation keys
- Exception categories
- Break ownership
- Finance reports

6. UX And Developer Experience
Payments UX is not only the checkout screen. It includes merchant onboarding, API docs, webhook behavior, error messages, retry paths, dispute flows and operational dashboards.
The PRD should include:
- User journey
- Merchant or developer journey
- Error taxonomy
- Webhook contract
- Status visibility
- Support handoff
- Accessibility and localization needs

7. Metrics
A payments PRD needs four metric families:
- Growth: activation, conversion, TPV, repeat usage
- Reliability: success rate, timeout rate, partner error rate
- Risk: fraud loss, chargeback rate, false-positive rate
- Operations: manual review rate, reconciliation breaks, support tickets
Do not ship with only growth metrics. A payment product can grow and still damage the business if risk, cost or exceptions grow faster.
8. Launch Gates
Payments products need explicit launch gates.
Examples:
- Sandbox certification passed
- Production smoke test passed
- Reconciliation file matched
- Refund path verified
- Risk rules enabled
- Monitoring dashboard live
- Support playbook trained
- Rollback path documented
The PM should define what is required for pilot, limited rollout and full rollout.
9. Operating Model
The PRD should end with ownership. Who monitors the product after launch? Who handles partner incidents? Who owns reconciliation breaks? Who can change risk thresholds? Who speaks to the bank or scheme?
The operating model turns a feature into infrastructure.
The Operator Test
Before approving a payments PRD, ask one question: could finance, risk, operations, engineering and a bank partner each read it and understand their role?
If the answer is no, the PRD is not ready.

How long should a payments PRD be? Long enough to make money movement, risk, settlement and operations unambiguous. For small changes, that may be five pages. For a new rail, it may be twenty.
Should a PRD include compliance requirements? Yes. Compliance requirements should be product requirements when they affect onboarding, transaction flow, limits, evidence or review queues.
What is the most common missing section in payments PRDs? Settlement and reconciliation. Teams often design the payment journey but forget the finance journey.
